Cornwall County Council – External Cleaning Works

Working alongside Lorne Stewart Group, one of the UK’s leading independent building services providers, Prestige Professional was brought in to deliver a comprehensive external cleaning programme at Chy Trevail, the Cornwall Council offices and registration building in Bodmin.
As a public building, the project required careful management to maintain a clean, professional appearance while minimising disruption to staff, visitors, and day-to-day council work. The programme focused on cleaning multiple elevations to improve the building’s presentation and protect the condition of its external façade.
Client requirements and project challenges
Our brief was to carry out safe and effective external cleaning across multiple elevations while the building remained fully operational. This needed secure access to high-level areas and full compliance with strict health and safety regulations for work in a public space.
Scheduled during winter, the team had to deal with considerable challenges throughout, including:
- Ice and freezing temperatures
- High winds affecting safe access operations
- Persistent heavy rain
- Reduced windows of safe working
Despite the conditions, steady progress was essential. Working zones were carefully managed at all times to protect staff, visitors, and the public, ensuring council services continued without interruption.

External façade and surface cleaning
To deliver a high-quality finish across the site, our team used surface-appropriate cleaning methods for each façade material, giving ongoing protection while achieving the best possible finish. To access high-level areas safely and effectively, our stable Mobile Elevated Work Platforms (MEWPs) allowed our IPAF-trained technicians to reach the highest parts of the building for precision cleaning.
Because of the challenging weather conditions, we carried out dynamic risk assessments each day. By monitoring the weather, especially wind speeds that could affect our use of MEWPs, we could adjust our schedules to work safely without compromising quality or schedule time.
Collaboration, communication, and careful planning
As with all our projects, clear communication, transparency, and coordination were key elements to this job. The collaboration between our team, Lorne Stewart, Chy Trevail staff, and Cornwall Council meant we could run a smooth and well-managed programme from the start to:
- Plan work areas
- Set up clearly defined secure working zones
- Minimise disruption to council staff and visitors
Through proactive management and flexible scheduling, the Chy Trevail works were completed safely and professionally, despite adverse weather, within 10 days on site.
A high-level professional finish
After completion, the building’s appearance was significantly improved, restoring a clean, professional finish appropriate for a civic building. Most importantly, the project was delivered safely, with no disruption to building operations, despite severe weather conditions.
This project demonstrates Prestige Professional’s ability to deliver high-level external façade and surface cleaning in public-facing environments – even under challenging weather conditions – while maintaining safety, quality, and professionalism throughout.
